SUMMARY OF ORDINANCE NO. 1213 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS BANOS ADDING ARTICLE 49 TO TITLE 9, CHAPTER 3 OF THE LOS BANOS MUNICIPAL CODE - REGIONAL HOUSING NEEDS ASSESSMENT (RHNA) OVERLAY DISTRICT TO FACILITATE IMPLEMENTATION OF THE HOUSING ELEMENT On November 5, 2025 the Los Banos City Council introduced Ordinance No. 1213. The general purpose of this Ordinance is to facilitate the development of affordable housing while promoting infill development on sites previously identified on housing inventories in the City’s 4th and 5th Housing Element Cycles. Only those projects that have 20% of the total number of units deed restricted for low- and very-low income units, and does not include a subdivision are eligible for by-right development in this Overlay District. The Regional Housing Needs Assessment Overlay District is applicable to those sites identified in the table below.
