NOTICE OF PUBLIC HEARING AND DOCUMENT AVAILABILITY NOTICE IS HEREBY GIVEN that on December 16, 2025, at 6:30 p.m., or as soon thereafter as the matter may be heard, the Stanislaus County Board of Supervisors will meet in the Basement Chambers, Lower Level, 1010 10th St., Modesto, CA, to conduct a public hearing to consider: Substantial Amendment No. 1 to the Stanislaus Urban County/Stanislaus HOME Consortium Annual Action Plans (AAPs) for Fiscal Year 2023-2024 (FY23-24), Fiscal Year 2024-2025 (FY24-25) and Fiscal Year 2025-2026 (FY25-26) Stanislaus County, in partnership with the cities of Ceres, Hughson, Newman, Oakdale, Patterson, Riverbank, and Waterford form the Stanislaus Urban County. The Stanislaus Urban County and the City of Turlock form the Stanislaus HOME Consortium for purposes of receiving Federal Housing and Urban Development (HUD) HOME Investment Partnership (HOME) Program funds. Stanislaus County is the "lead entity" with responsibility for implementing and administering HOME funding. Substantial Amendment No. 1 proposes the following reprogramming of Stanislaus HOME Consortium funds: 1. Decrease funding to the Housing Rehabilitation Program (FY23-24, 24-25, and 25-26 AAP's) 2. Increase funding to the Affordable Housing Program (FY23-24, 24-25, and 25-26 AAPs) 3. Shift use of Community Housing Development Organization (CHDO) funds to the Housing Rehabilitation Program (FY23-24, 24-25, and 25-26 AAP's) The proposed reprogramming of CHDO funds is contingent upon HUD approval.
