PUBLIC NOTICE OF AVAILABILITY DRAFT ENVIRONMENTAL IMPACT REPORT (Pursuant to Public Resources Code Sections 21092 and 21092.3 and Cal. Code of Regulations Title 14, Section 15087) The Modesto Irrigation District has completed a Draft Updated Program Environmental Impact Report (DEIR) for its ongoing Electrical System Improvement project. The Updated DEIR analyzes the potential environmental impacts of MID's ongoing program to meet existing and anticipated new electrical demands within MID's service area from 2025 through 2032. The Modesto Irrigation District is the project proponent and is the Lead Agency for this project under the California Environmental Quality Act (CEQA). The Modesto Irrigation District (MID) is authorized by the California Water Code and other relevant law to provide electrical service to an area of approximately 568 square miles in portions of San Joaquin, Stanislaus, and Tuolumne counties. MID is required to provide electrical service within its "traditional service area" of approximately 160 square miles, all within Stanislaus County, and within the City of Mountain House, approximately eight square miles, within San Joaquin County. It may also provide service to customers in a 400-square mile "joint electric distribution service area" in San Joaquin and Stanislaus counties, where MID may compete with other utilities. The Draft EIR discusses the range of environmental issues listed in the latest CEQA Environmental Checklist and identifies significant or potentially significant environmental effects in the following issue areas: Aesthetics, Agricultural Resources, Biological Resources, Cultural Resources, Energy, Geology and Soils, Green House Gases, Paleontological Resources, Hazards and Hazardous Materials, Land Use and Planning, Noise, Transportation, Tribal Cultural Resources, Utilities and Service Systems and Wildfire. The Draft EIR and appendices are available for public review during normal working hours at: Modesto Irrigation District Office 1231 11st Street Modesto, CA 95354 Attn: Subbaiah Pasupulati The Modesto Irrigation District Board of Directors will consider the certification of the EIR and adoption of the CEQA findings and a Mitigation Monitoring and Reporting Program at a regularly scheduled meeting on Tuesday, January 27, 2026 at the address above. MID will accept public and agency comments on the Draft EIR during a 45-day review period that will begin on November 7, 2025 and end on December 22, 2025.
