INVITATION TO BID Sealed Proposals (bids) in duplicate will be received at the office of the Chief Executive Officer of the Housing Authority of Columbus, Georgia, 1000 Wynnton Road, for MODIFICATIONS TO BUILDING 303 AT CEDAR COURT HOMES FOR THE HOUSING AUTHORITY OF ELLAVILLE, ELLAVILLE, GEORGIA, CFP PROJECT NO. GA 06P215501-24 & GA 06P214501-25. Bids will be received until 11:30 AM, TUESDAY, DECEMBER 9, 2025 at which time and place they will be publicly opened and read aloud. Drawings and specifications for the above project will be open to public inspection at the office of the Architect, and at the office of the Construction and Modernization Manager, 1000 Wynnton Road, Columbus, Georgia. Applications requesting proposed contract documents, which include the specifications should be filed with NEAL, KENDUST & MURRAY, P.C., ARCHITECTS, 233 12TH STREET, SUITE 503, COLUMBUS, GEORGIA 31901. Bids must be submitted on proposal forms furnished by the Architect. Email request to edkendust@nkmpc.com Bids must be accompanied by a certified check or Bidder's Bond for not less than 5% of the bid, made payable to the Owner. Performance and Payment Bonds will be required of the successful bidder in full amount of the Contract Sum. No bids may be withdrawn for a period of sixty (60) days after the time and date of opening of bids. Contractor Qualifications All renovation work must be performed by an EPA-certified construction firm using workers who are trained and certified to follow the lead-safe work practice requirements of EPA's Lead-Based Paint Renovation, Repair and Painting (RRP) Program and the requirements of HUD's Lead Safe Housing Rule. Evidence of certification shall be delivered to the office of the Architect, at least seven (7) days prior to the bid opening in order to be eligible to submit a bid. Prevailing Wages Contractor will be required to pay to all laborers and mechanics employed under this project, prevailing wages as set forth in Section E, General Conditions of the Contract for Large Construction, HUD 5370 and Labor Relations Wage Decision GA20250050, dated 01/03/2025.. Contractor shall provide, on a weekly basis, weekly payroll documents. Each payroll document shall provide all required data for each worker by trade and by work site (for all work performed), as applicable. Section 3 Contractor will be required to abide by the Section 3 clause and provide a Section 3 summary report with each application for payment. Minority and Female Business Enterprises and Section 3 firms are encouraged to respond to this Invitation to Bid. The Owner reserves the right to reject any and all bids and to waive technicalities and informalities in the bidding. Project to be completed within 180 DAYS after Notice to Proceed.
