THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN
The Raleigh City Council will hold Public Hearings on November 18, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan.
Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the November 18, 2025 meeting.
To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up.

Z-23-25 Gorman St, being Wake County PIN 0793273794, located at the intersection of Burt Drive and Gorman Street. Approximately 0.77 acres are requested to be rezoned by NC Student Rentals LLC from Residential-10 with Special Residential Parking Overlay District (R-10 w/ SRPOD) to Residential Mixed Use-4 stories-Conditional Use with Special Residential Parking Overlay District (RX-4-CU w/ SRPOD). Proposed conditions would limit the maximum number of residential dwelling units to 40 and limit building height to a maximum of 50 feet. TC-3-25 Greenway Amendments, this text change amends the Unified Development Ordinance (UDO) to improve Raleigh's regulatory approach to Greenways, aligning it with community goals and recommendations from the Council-approved City of Raleigh 2022 Greenway Master Plan.
