First Substantial Amendment to the City of Boise Program Year 2025 Annual Action Plan
The City of Boise (City) receives Community Development Block Grant (CDBG) Entitlement funds and Home Investment Partnerships (HOME) Program funds from the U.S. Department of Housing and Urban Development (HUD) and is required to submit an Annual Action Plan describing the programs and services/activities funded each year. The City of Boise has determined it necessary to formally amend the 2025 Annual Action Plan (October 1, 2025 - September 30, 2026). This Substantial Amendment is necessary due to the following changes.
Revise Expected Resources as follows:
Add CDBG prior year resources of $1,747,925 for an increased total CDBG available resources of $3,345,769
Revise the "Increase access/inventory of affordable housing" Goal as follows:
Decrease CDBG funding from $631,160 to $152,741
Revise Goal Outcome Indicator to decrease direct financial assistance to homebuyers from 3 to 2
Revise the "Preserve affordable housing units" Goal as follows:
Increase CDBG funding from $693,784 to $2,945,622
Revise Goal Outcome Indicator to increase rental units rehabilitated from 140 to 180
Revise the "CDBG Housing" Project as follows:
Decrease CDBG funding from $523,099 to $140,252
Revise Goal Outcome Indicator to decrease direct financial assistance to homebuyers from 3 to 2
Revise the "CDBG Preservation" Project as follows:
Update the project description to add a preference for senior and/or disability: Home improvements (rehabilitation) for income eligible households. Potential acquisition and/or rehabilitation of existing affordable multifamily housing. As feasible, preference for projects with units dedicated to vulnerable populations, such as homeless, seniors, people with disabilities, etc.
Increase CDBG funding from $575,000 to $2,704,771
Increase the estimated number/type of families to benefit from rehabilitation/preservation of existing affordable rental units from 140 to 180 households
Revise Goal Outcome Indicator to increase rental units rehabilitated from 140 to 180
Reason: Due to a planned project from Program Year 2024 not moving forward, the City has prior year resources to use for additional projects in Program Year 2025. The City has identified opportunities to provide assistance for the rehabilitation and preservation of three affordable multifamily housing projects, in alignment with the Five-Year Consolidated Plan and the City's housing strategy.
The City of Boise's Housing and Community Development Division will accept public comments on the proposed changes beginning November 10, 2025, through December 9, 2025.
