Request for Proposal
The Local Highway Technical Assistance Council (LHTAC) is seeking qualified and experienced respondents (individuals or firms) to submit a Statement of Qualifications (SOQ) for a Master Services Agreement with LHTAC to perform construction material sampling and testing services for the Leading Idaho Local Bridge (LILB) Program.
The purpose of these Master Services Agreements is to have a list of consultants pre-qualified to perform various construction materials sampling and testing services on an on-call basis in a Quality Assurance role, statewide. This list will be used to select consultants to complete construction materials sampling and testing services for the Program. Typical services would range from specific work tasks (as a portion of a project) up to a small bundle of projects. LHTAC anticipates a need for construction site material testing and materials lab testing consulting services for local bridge projects over the next 4 years. LHTAC seeks to identify individuals and firms providing these services. To submit your qualifications, please read the Request for Qualifications, submit an SOQ, and complete a Firm Questionnaire. The selected firm will be required to be qualified in the following service categories:
Construction Materials Testing
Materials Laboratory Testing
Firms with a current Master Service Agreement with LHTAC for these services NEED NOT apply again.
LHTAC will accept emailed Statements of Qualifications for construction material sampling services for the Leading Idaho Local Bridge program until 5:00 p.m. (MDT) on November 19, 2025. Late, faxed, or mailed Statements of Qualifications will not be accepted.
