NOTICE OF REQUEST FOR PROPOSALS
FOR
CONDITION ASSESSMENT FOR THE CITY OF FOLSOM
WATER TREATMENT PLANT AND
WATER BOOSTER PUMP STATION FACILITIES
NOTICE IS HEREBY GIVEN that proposals for the City of Folsom Condition Assessment of the Water Treatment Plant and Water Booster Pump Station Facilities (Project) will be received by the City of Folsom (City). Proposals will be accepted ONLY via e-mail to the City's representative, Bryson Pearson (WTP Manager) (bpearson@folsom.ca.us) no later 10:00 a.m., December 19, 2025. The title of the e-mail shall state:

Copies of the Request for Proposal and accompanying documents will be available starting November 3rd, 2025, at 10:00 a.m. at www.virtual-bid.com and www.publicpurchase.com. Each proposer must be added to the plan holder's list for the Project, receive addenda, and be eligible to submit a proposal for the Project.
The scope of work of this request for proposals is generally described as providing condition assessment and improvement recommendations for the Folsom Water Treatment Plant (WTP) and all water Booster Pump Station (BPS) Facilities. The goal of the condition assessment is to identify and prioritize the condition of each asset, evaluate its remaining serviceable life, recommend various alternatives that consider; repairing, replacing in kind, and incorporating into the City's Capital Improvement Program as well as identifying all costs (design, construction, etc.) associated with each alternative to correct the deficiency.
Requests for technical information or clarification shall be directed to the City's representative, Bryson Pearson, email: bpearson@folsom.ca.us on or before Friday, November 14th, 2025 at 10:00 a.m.
Each Proposal must include all information and forms identified in the RFP as due at the time for receipt of Proposals. The City is not responsible for misdelivered Proposals, and the Proposer is strictly liable for its chosen method of delivery. It is the Proposer's sole responsibility to make sure that Proposals arrive at the proper location. Any Proposal which does not actually arrive via e-mail by the RFP due date and time will be rejected.
The City reserves the right to reject any or all Proposals and to waive any informalities or irregularities in any Proposal or in the proposal process.
