NOTICE OF PUBLIC HEARING
CITY OF PATTERSON PLANNING COMMISSION
SPECIAL MEETING
NOTICE IS HEREBY GIVEN that the City of Patterson Planning Commission will hold a special meeting on Thursday, November 13, 2025, at 6:00 p.m., in the City Council Chambers, located at 1 Plaza, Patterson, CA, to consider, and potentially recommend to the City Council, the approval of a development agreement by and between the City of Patterson and "Zacharias Ranch" made up of the following parties:
 
Eagle Valley Investments, Inc.
Larry Buehner Trust
 
"TPF Development" made up of the following parties:
            Josephine Traina Family Limited Partnership
            John Potter Revocable Trust
Friedrich Family Limited Partnership
 
"Lakeside Hills" made up of the following parties:
Lakeside Hills, LLC
 
"Keystone Ranch" made up of the following parties:
Keystone Ranch, LLC
 
The purpose of the public hearing is to consider approval of various development, financial processing, and timing obligations of the City of Patterson and Zacharias Ranch parties as set forth within the draft development agreement, via a draft ordinance. The proposed development applies to several properties located south of Zacharias Road, east and west of Baldwin Road as listed by assessor parcel number (APN) below:

The Zacharias Ranch properties were recently approved for development within the Zacharias & Baldwin Ranch Master Plan and annexed into the City of Patterson in 2024.
 
ALL INTERESTED PARTIES are invited to attend the November 13, 2025, public hearing to express opinions or submit evidence for or against the adoption of the proposed ordinance and development agreement. At the above noted time and place, testimony from interested persons will be heard and considered by the City of Patterson Planning Commission before taking action or making any recommendation on the proposed ordinance and development agreement.
