CITY OF RICHLAND NOTICE OF SEPA DETERMINATION Date Notice Issued: October 30, 2025, per WAC 197-11-340(2) File #: PLN-T1-2025-00328 Proponent: Port of Benton, Brandin Lopez PLS, Engineering & Development Manager, 3250 Port of Benton Blvd, Richland, WA 99352. Proposal: The Port of Benton is proposing to perform site improvements at 2579 Stevens Drive. The proposed improvements will occur in several phases, which will include demolition of existing office space (6,700 s.f.) and construction of one, possibly two, new 18,000 s.f. office buildings and upgrades to the rail facility consisting of electrical, HVAC, drainage and associated remodeling. Location of Proposal(s): Project location is 2579 Stevens Drive, Richland Determination: The City has reviewed the project for environmental impacts and has issued a determination of non-significance using the process outlined in WAC 197-11-340(2). This may be the only opportunity to comment on the environmental impacts of the proposal.
