CITY OF RICHLAND
NOTICE OF
SEPA DETERMINATION
Date Notice Issued: October 30, 2025, per WAC 197-11-340(2)
File #: PLN-T1-2025-00329
Proponent: City of Richland,
625 Swift Blvd, Richland, WA 99352
Proposal: The Duportail Street
Corridor Improvement Project will convert the intersections at Duportail Street and Kennedy Road and Duportail Street and the Vintner Square driveway from partially stop-controlled intersections to multilane roundabouts. The project will also add turning lanes on Duportail Street and Queensgate Drive at the intersection; one new right turn lane for southbound traffic on Duportail Street turning west onto Queensgate Drive, and one new left turn lane for eastbound traffic on Queensgate Drive turning north onto Duportail Street. The project will also include the addition of an access control median along Duportail Street between Keene Road and Queensgate Drive to limit the opportunities for left turns; this will improve the safety of the Duportail corridor. The widening of the north and west legs of the Duportail Street and Queensgate Drive intersection will require relocation of the traffic signal and pedestrian push buttons in the northwest quadrant of the intersection.
Location of Proposal(s): Located in the City of Richland, Washington, in a portion of the SE 1/4 of the SE 1/4 of Section 16 and a portion of the NE 1/4 of the NE 1/4 of Section 21, Township 9N, Range 28. Duportail Street from Keene Road to just north of Queensgate Drive, and on Queensgate Drive to the west of Duportail Street.
Determination: The City has reviewed the project for environmental impacts and has issued a determination of non-significance using the process outlined in WAC 197-11-340(2). This may be the only opportunity to comment on the environmental
impacts of the proposal.
