NOTICE TO THE PUBLIC A public hearing will be held by the Downtown Development Authority of the City of Miami, Florida (“Miami DDA”), an agency of the City of Miami (“City”) on November 14, 2025, at 9:00 a.m. at 201 S. Biscayne Blvd., Suite 2600, Miami, FL 33131, for the purpose of extending the Downtown Miami Circulator Pilot Program service on a month-to-month basis beginning on Monday, November 27, 2025, in an amount not to exceed $31,305.00 per month with BEEFREE LLC, D/B/A FREEBEE, until such time the Miami DDA can begin their permanent Transit Service Program. The Board of Directors of the Miami DDA will be considering the following resolution:
A RESOLUTION OF THE DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI (“MIAMI DDA”), WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, APPROVING AND CONFIRMING THE CHIEF EXECUTIVE OFFICER/EXECUTIVE DIRECTOR’S EMERGENCY FINDING, AS AGENCY HEAD, ATTACHED AND INCORPORATED AS ATTACHMENT “A”, RECOMMENDING TO EXTEND THE DOWNTOWN MIAMI CIRCULATOR PILOT PORGRAM SERVICE AND THEREFORE, IT IS MOST ADVANTAGEOUS FOR THE MIAMI DDA TO WAIVE THE COMPETITIVE BIDDING PROCEDURES PURSUANT TO CHAPTER 18 OF THE CODE OF ORDINANCES OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AND ENGAGE BEEFREE LLC, D/B/A FREEBEE, ON A MONTH TO MONTH BASIS IN AN AMOUNT NOT TO EXCEED THIRTY-ONE THOUSAND THREE HUNDRED AND FIVE DOLLARS ($31,305.00) PER MONTH.

All interested people are invited to appear and may be heard concerning such proposed extension. Should any person desire to appeal any decision of the Miami DDA with respect to any matter considered at this hearing, that person shall ensure that a verbatim record of the proceedings is made, including all testimony and evidence upon which any appeal may be based (F.S.286.0105).
