NOTICE OF FILING Application of Duke Energy Carolinas, LLC and Duke Energy Progress, LLC for Approval of 2024 Competitive Procurement of Solar and Co-Located Storage Program Why is this Notice Important? On September 30, 2025, Duke Energy Carolinas, LLC ("DEC") and Duke Energy Progress, LLC ("DEP") (collectively, "the Companies") filed an Application for Approval of 2024 Competitive Procurement of Solar and Co-Located Storage Programs ("2024 CPRE Programs") pursuant to S.C. Code Ann. Section 58-42-20(G) ("Act 41") with the Public Service Commission of South Carolina ("Commission"). What is the Companies' 2024 Competitive Procurement of Solar and Co-Located Storage Program? The 2024 CPRE Programs are designed to procure solar and solar paired with storage (SPWS) resources from both utility-owned and third party-owned facilities in South Carolina and North Carolina to meet the Companies' system energy needs outlined in the Companies' approved 2023 Integrated Resource Plan. The 2024 CPRE Programs seek 1,585 MW of solar resources, including 535 MW of solar-only resources and up to 1,050 MW of solar paired with approximately 400 MW of battery storage, subject to a volume adjustment mechanism. What do the Companies want the Commission to approve? The Companies request, in part, that the Commission issue an Order stating that: The Companies' 2024 CPRE Programs comply with S.C. Code Ann. Section 58-42-20(G); The 2024 CPRE Programs solicitation issued in August 2024, resulted in a fair, open, transparent, and non-discriminatory procurement; and The Companies are permitted to recover costs incurred through the 2024 CPRE Programs as provided for in Act 41. The Application was filed according to the South Carolina Energy Security Act of 2025 at S.C. Code Ann. Section 58-42-20(G), S.C. Code Ann. Section 58-27-820 and S.C. Code Ann. Section 58-3-140(A), and S.C. Code Ann. Regs. 103-823 and the Rules of Practice and Procedure of the Commission. Intervenors have the right to testify, cross-examine witnesses, seek reconsideration of the Commission's Final Decision, and must follow the Commission's Rules of Practice and Procedure. Petitions to Intervene must meet the requirements of Commission Regulation 103-825 and must be approved by the Commission. Pursuant to Commission Order No. 2025-618, the Office of Regulatory Staff's and All Other Parties' Comments regarding the Companies' Application are due Thursday, December 4, 2025 and the Companies' Reply Comments are due Monday, January 12, 2026. In the above referenced case, if the proposed tariffs contain any request for a change of rates, the proposed rates may be changed by the Commission.
