Request for Qualifications for Surveying Services
70th Ave W Improvements Phase 2

The City of University Place solicits interest from Consulting firms with expertise in surveying services for the Preliminary Engineering phase of the 70th Ave W Phase 2 Project. Contract type will be negotiated hourly rate.
70th Ave W Phase 2 (27th Street West to 19th Street West)
The project has an estimated construction start date of June 1st, 2026. We expect deliverables will be provided by the consultant by February 15th, 2026, assuming the consultant agreement is executed by December 15th, 2025. The project will consist of constructing curb, gutter, sidewalk, landscaped buffer, bike lane, street lighting, flashing pedestrian crossing beacons, pavement marking, pedestrian/bicycle amenities, and speed feedback signs within the project limits. The work to be performed by the CONSULTANT consists of providing a full topographic survey of the project limits within the existing Right of Way and 50 feet of all side roads, providing a CAD file in Civil 3D with points and providing a stamped hard copy of the topographic survey.
The work to be performed by CONSULTANT shall also include determining the existing right of way boundary within the project limits. The City does not intend to use the selected firm for any other phase of the project (e.g. ROW or CN).
Submittal
Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager, and number of employees in each firm proposed to each project and descriptions of the relevant company and personnel experience.
Submittals will be evaluated and ranked based on the following criteria:
1) Key personnel qualifications; 2) Firm experience with Federally Funded Transportation projects; 3) Ability to meet schedule; 4) Approach to project; 5) Familiarity with relevant codes and standards; 6) Past performance/references.
Please submit FOUR copies of your Statement of Qualifications to: City of University Place Engineering Department, 3609 Market Place West, Suite 200, University Place, WA 98466, by November 21st, 2025, not later than 4:00 PM. Submittals will be reviewed and the top firms will be notified within two weeks after the submittal deadline and scheduled for virtual interviews. Selection will be based on the results of the virtual interviews of the top firms. The selected firm will be notified within two weeks of their interview.
The consultant will be held to ADA and Civil Rights language for the Local Agency. City of University Place encourages disadvantaged, minority, and women-owned consultant firms to respond.
