Notice of Filing Docket/Case Number and Name: 2026-11-E - Dominion Energy South Carolina, Inc.'s Annual Update on Demand Side Management Programs and Petition to Update Rider (For Potential Increase or Decrease to the "Rider to Retail Rates – Demand Side Management Component") Why is this Notice Important? The Public Service Commission of South Carolina ("Commission") decides what rates a utility can charge. This Notice of Filing is for electric customers of Dominion Energy South Carolina, Inc. ("DESC" or "Company") and interested persons. The case will be filed according to S.C. Code Ann. Section 58-37-20 and S.C. Code Ann. Regs. 103-819 and 103-825 and applicable Commission orders. DESC will, among other things, provide the Commission with an update on its demand side management ("DSM") programs as well as the costs incurred to operate the programs, the net lost revenues experienced because of operating the programs, and the resulting shared savings incentive for investing in the programs. What is DESC asking the Public Service Commission to approve? On January 31, 2026, DESC intends to file a Petition with the Public Service Commission for authorization to update its "Rider to Retail Rates- Demand Side Management Component" ("DSM Rider") to recover the Company's costs and net lost revenues associated with its DSM programs along with the Commission-approved shared savings incentive for investing in such programs. DESC may also find it necessary to request that the Commission modify, expand, amend, terminate, or add any measure or program to its suite of DSM programs. In this case, the Commission will review and determine whether an increase or decrease should be granted for the company's DSM Rider. The actual impact upon customers' bills will be included in DESC's petition to be filed on January 31, 2026. What time period will DESC's Petition cover? For its annual filing, the prior review period is December 1, 2023, to November 30, 2024 ("Program Year 14"); the current review period is December 1, 2024, to November 30, 2025 ("Program Year 15"); and the forecasted period is December 1, 2025, to November 30, 2026 ("Program Year 16"). When will DESC's request become effective? If approved, any increase or decrease in electric rates will become effective for bills rendered on and after the first billing cycle of May 2026.
