NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on December 9, 2025, at 9:00 a.m., or as soon thereafter as the matter may be heard, the Stanislaus County Board of Supervisors will meet in the Basement Chambers, 1010 10th St., Modesto, CA, to consider the Planning Commission’s Recommendation of approval for GENERAL PLAN AMENDMENT, REZONE, AND ORDINANCE AMENDMENT APPLICATION NO. PLN2025-0053 – SIXTH CYCLE HOUSING ELEMENT IMPLEMENTATION – Request to amend the Stanislaus County Zoning Ordinance to implement goals and actions included in Stanislaus County’s Sixth Cycle Housing Element to meet state law requirements and allow for greater flexibility in the siting of housing. Implementation of the Sixth Cycle Housing Element also includes a request to: 1) amend the general plan and zoning designations of 101 parcels to Medium High-Density Residential (MHDR) and zoning designation to Multiple-Family Residential (R-3); 2) amend the zoning designation of 38 parcels from General Commercial (C-2) to Mixed Use (MU); and 3) amend the text of the Commercial land use designation to add MU as a compatible zoning designation The project also includes the adoption of objective design standards (ODS), for R-3 and MU Residential Developments, which will be applied to the rezone sites and to any California Environmental Quality Act (CEQA) exempt housing applications submitted to the County. The amendment to the Commercial land use designation in the General Plan, the ordinance amendments, and ODS apply county-wide. The Board of Supervisors will also consider an Addendum to the certified Environmental Impact Report (EIR) for the Stanislaus County 2015 General Plan Update.
