CITY OF GROVER BEACH NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the City Council of the City of Grover Beach will conduct a Public Hearing at 6:00 p.m., or soon thereafter, on MONDAY, NOVEMBER 10, 2025 in City Hall, Council Chamber, 154 South Eighth Street, Grover Beach, CA to consider the following item: SUBJECT: POTENTIAL PROGRAMS/PROJECTS FOR INCLUSION IN THE STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION – The City Council will consider potential CDBG programs and/or projects and provide direction for staff to prepare an application in response to the release of the Notice of Funding Availability (NOFA) for 2025 CDBG funds for activities that predominately benefit low- and moderate-income residents. The State Department of Housing and Community Development publishes a Notice of Funding Availability (NOFA) for Community Development Block Grant (CDBG) funds for each program year. Eligible cities and counties may submit applications for CDBG funds under the NOFA. The state expects to have approximately $27 million available for the upcoming 2025 NOFA, which is anticipated to be released in late July. Eligible cities and counties may submit applications for CDBG funds under the NOFA for up to three activities, for a total maximum amount of up to $3.6 million. The NOFA also includes the Native American and Colonia's Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia's funding is only for designated communities within 150 miles of the Mexican American border. Eligible activities paid for with State CDBG funds must meet one of the three National Objectives listed in CDBG Federal Statutes as follows: Benefit to low/moderate-income households or persons; elimination of slums and blight; or meeting an urgent community development need. Eligible activities under the upcoming 2025 NOFA are anticipated to be: Public Service programs, Planning Studies (up to $300,00) Economic Development Business Assistance and Microenterprise programs, Homebuyer Assistance Program, Housing Rehabilitation program (up to $1,500,000) Public Facilities projects, Public Improvement projects (up to $3,300,00) The City of Grover Beach anticipates submitting one or more applications under this NOFA. The City does not expect to expend any Program Income dollars in the next program year/contract term. The City promotes fair housing and makes all its programs available to low- and moderate-income families regardless of age, race, color, religion, sex, national origin, sexual preference, marital status or handicap. Where You Come In: The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities the City should be applying for under the State CDBG program. Any member of the public may appear at the meeting and be heard on the item described in this notice or submit written comments to the City Clerk prior to the meeting by personal delivery or by mail to: City Clerk's Office, 154 South Eighth Street, Grover Beach, CA 93433.
