CITY OF MIAMI GARDENS PUBLIC NOTICE Notice of Receipt of Unsolicited Proposal for hotel and parking garage development and construction NOTICE IS HEREBY GIVEN that the City of Miami Gardens, Florida (the "City"), a municipal corporation of the State of Florida, has received an unsolicited proposal for a qualifying public-private partnership project in accordance with section 255.065, Florida Statutes, for development and construction of hotel and parking garage to be operated on real property owned by the City. In accordance with Section 255.065, Florida Statutes, the City requests and will accept alternate proposals for the Hotel and Parking Garage Development and Construction Project online via DemandStar, titled: REQUEST FOR PROPOSAL (RFP) NO. 25-26-006 HOTEL & PARKING GARAGE DEVELOPMENT AND CONSTRUCTION FOR THE PERFORMING ART CENTER. Alternate proposals will be accepted for a minimum period of Sixty (60) days from the date of this notice's first publication, until Monday, January 5, 2026. The site located on the City-owned (33,750 sq ft.) space adjacent to the Performing Arts Center (119,329 sq ft.) structure. Contractor must have previous experience in the services requested and must be licensed to engage in contracting under FSS §489.119. The City will consider entering into a comprehensive public-private partnership agreement with the successful proposer (the "P3 Partner") pursuant to which the P3 Partner will (i) lease the Site from the City for purposes of constructing and operating a hotel thereon, (ii) provide related parking improvements, and (iii) redevelop and improve the Associated Site for general applicable public park uses. The City reserves the right to reject any or all proposals, to terminate the process at any time, and to negotiate a comprehensive public-private partnership agreement with the proposer whose proposal best serves the interests of the City. Nothing contained herein shall be interpreted as an obligation or binding agreement by the City regarding the project. Pursuant to Section 255.065(15), Florida Statutes, unsolicited proposals and related materials received in response to this notice are exempt from public disclosure until such time as the City provides notice of its intended decision or until 180 days after receipt of the proposals, whichever occurs earlier.
