BEN FRANKLIN TRANSIT REQUEST FOR QUALIFICATIONS ARCHITECUTRE & ENGINEERING SERVICES FOR MAINTENANCE OPERATIONS & ADMINISTRATION RFQ 25-20 Ben Franklin Transit, (hereinafter referred to as BFT), a municipal corporation of the State of Washington, located at 1000 Columbia Park Trail, Richland, WA 99352. The purpose of this Request for Qualifications (RFQ) is to solicit proposals from experienced Architecture and Engineering (A&E) Firms in Public Transit to provide planning, design, and bidding services for the BFT's Maintenance, Operations and Administration (MOA) facility, and security review & design. Proposals are due no later than November 20, 2025, by 2:00 PM (PST). Interested A&E Firms shall create a FREE account with OpenGov by signing up at https://secure.procurenow.com/signup. Contractors will have access to download the solicitation documents and submit their proposals. To submit a proposal, go to: https://secure.procurenow.com/portal/bft, click on "Submit Response", and follow the instructions to submit the electronic proposal. A non-mandatory pre-proposal meeting will be held on 11/7/2025 at 10:00 AM (PST) located at 1000 Columbia Park Trail, Richland, WA 99352. Contractors are to meet in the BFT Administration Building lobby to sign in for the meeting. WISHA and OSHA Regulations The contractor agrees to abide by all laws, rules and regulations promulgated by the United States of America, the State of Washington, or any agencies or subdivisions thereof, specifically including WISHA and OSHA regulations currently in effect at time RFP due date and during the agreement term. Protest Procedure Policy BFT's protest procedure policy can be obtained by contacting BFT's Contract Specialist at the above address or phone number. Contractors who can demonstrate substantial economic interest may protest BFT's decision regarding a provision of the RFQ or contract award. Contractors will be required to follow all Federal, State, and Local rules and regulations. BFT reserves the right to reject any or all proposals and to waive informalities and minor irregularities in offers received.
