Notice to Bidders
Blum Construction has been selected as the Construction Manager @ Risk by Chatham County and will receive and publicly open sealed proposals from prequalified bidders for the construction of the Parker's Ridge Park project in New Hill, NC. Sealed bids will be delivered to Chatham Grove Community Center (1301 Andrews Store Road, Pittsboro, NC 27312) and then read aloud.
 
PROJECT DESCRIPTION: Phase 1 of the Parker's Ridge Park in Chatham County, NC to include the creation of an all-encompassing park with playground amenities (with ADA accessible equipment), pump track courses for all age groups, a restroom shelter with attached fishing dock overlooking the central pond, prefabricated maintenance building, and walking trails. Project will include all site work & landscape associated with reworking the existing 23.5 acres of land – including demo and new work where required. Additional phases to come in the future, including the addition of a multi-phased recreation center. Project is in honor of the Parker's family, local New Hill residents who donated their parcel of land to build for the Chatham County & neighboring communities.
The bid opening process will be as follows:
Tuesday, December 9, 2025: Bids will need to be dropped off at the Chatham Grove Community Center (1301 Andrews Store Road, Pittsboro, NC 27312). All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual. 
Receipt of bids will officially close at 12:00pm - No bids or supplemental documents will be accepted after the bid closing.
Bid opening will begin one hour after bid closing time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read. 
Any package not opened on the day of December 9th due to a lack of bids received will be rebid the following week on December 17th at 1:00pm. Additional details will be released.

RFI Questions are due Friday, November 21, 2025 @ 4:00 pm.
RFI Questions regarding the bid should be in writing and emailed to lauren.ashley@flblum.com on the RFI submission form located in the bid manual and this project's plan room; Questions submitted after the noted RFI deadline will not be answered.
 
Blum Construction has a long-standing commitment to maximize minority and other HUB participation on all our projects, and we recognize the importance Chatham County places on minority and HUB participation. There is an established 15% MWBE participation goal on this project. Historically underutilized and minority business participation is strongly encouraged. If MWBE subcontractors require assistance with bonding or payment terms, please let us know. Blum Construction has the ability to create custom solutions to support a successful project outcome. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.
 
No facsimile or email submissions are permitted. Sealed bids must be received prior to the bid opening time at the location noted above. Sealed bids can be mailed but should arrive before 5:00 pm on the day before the bid to Blum Construction Company, 2601 Pilgrim Court, Winston-Salem, NC 27106, Attention: Lauren Ashley. Blum will receive, open and read publicly all bids received.
 
Bids will only be accepted from prequalified bidders. The Construction Manager and Owner reserve the right to add prequalified bidders. The Construction Manager and Owner reserve the right to reject any and all bids. No facsimile or email submissions are permitted.
