COMMUNITY AND ECONOMIC DEVELOPMENT DEPARTMENT Date: October 26, 2025 Regarding: Notice of Public Hearing Proposal: City of Los Banos Draft Sixth Cycle Housing Element Update and RHNA Overlay District Ordinance NOTICE IS HEREBY GIVEN that the City Council of the City of Los Banos will conduct a public hearing to consider approving the Sixth Cycle Multi-Jurisdictional Housing Element (2024-2032) and approving a new ordinance to implement the Housing Element establishing a Regional Housing Needs Assessment (RHNA) Overlay District. The Housing Element is one of the elements of the General Plan that presents a plan for meeting the community's housing needs. It addresses constraints to housing development; available land and resources; housing needs; fair housing; and goals, policies, and programs to provide for housing to meet the needs of households at all income levels. The Los Banos Planning Commission held a public hearing on Wednesday, October 22, 2025, for the purpose of considering the above mentioned items. At the completion of the public comment, the Planning Commission recommended approval of the Sixth Cycle City of Los Banos Housing Element and RHNA Overlay District Ordinance to the Los Banos City Council.
