Summary of Proposed Ordinance
On November 4, 2025, at the County Administrative Center, 175 Fulweiler Avenue, Auburn, CA. 95603, the Board of Supervisors will consider the adoption of an ordinance adding Chapter 13, Article 13.10 to the Placer County Code to implement a cross-connection control program for the County public water system in compliance with the State Water Resources Control Board's Cross-Connection Policy Handbook and to amend Chapter 13, Article 13.12, Subsection 13.12.350 E. of the Placer County Code regarding its schedule of charges and fees.
The addition of Article 13.10 to the Placer County Code will allow the County to implement and enforce its cross control connection program to protect the County's water system in the Sheridan and Truckee areas by permitting the County to complete hazard inspections on properties served by the County water system, as needed, to identify potential cross control connections requiring the County's installation of a backflow prevention assembly (BPA). The addition of Article 13.10 to the Placer County Code will also allow the County to complete annual testing of installed BPAs and conduct ongoing hazard assessments, as necessary.
The ordinance will also amend Chapter 13, Article 13.12, Subsection 13.12.350 E. of the Placer County Code to remove the schedule of charges and fees for water service to property within Zone of Benefit No. 6 (Sheridan Water) and include the schedule of charges and fees in the newly added Section 13.10.100 of the Placer County Code so that the schedule of fees and charges resides in the same section as the cross control connection program. The actual fees and charges included in the added Section 13.10.100 do not change the current fees and charges applicable to the property owners in Zone of Benefit No. 6 (Sheridan Water).
