NPDES NOI Knutzen Engineering, Paul Knutzen, 5401 Ridgeline Dr Ste 160 Kennewick, WA 99338-1822, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Three Rivers Ranch, is located at East of Road 68 and North of Three Rivers Dr in Pasco in Franklin county. This project involves 23.42 acres of soil disturbance for Residential construction activities. All discharges and runoff goes to ground water.
