CITY OF BLAINE HEARING EXAMINER NOTICE OF DECISION The following decision was made by the Hearing Examiner for the City of Blaine, Washington, on October 17, 2025: Approve Shoreline Substantial Development Permit No. 2025025 as conditioned, authorizing the Port of Bellingham to install up to four electric vehicle charging stations and associated equipment near the Blaine Marina Gate #2 of Blaine Harbor. Appeals: Shoreline Substantial Development Permits are final land use decisions, subject to appeal to the Washington State Shoreline Hearings Board, codified in Blaine Municipal Code 17.81.080 as regulated by the Shoreline Management Act, Chapter 90.58 RCW.
