State Environmental Policy Act (SEPA) Notice of Revised Determination of Nonsignificance
File Numbers and Project Description: #25-011-CODE: 2025 Annual Comprehensive Plan Text and Map Amendments. This is the 2025 Annual Comprehensive Plan Amendment. The city proposes several minor corrections and clarification revisions to text and figures contained in the 2024 Comprehensive Plan. All draft code amendments are provided electrically at noa.cityofedgewood.org under the associated File Number.
Revision: The city has revised the 2025 Annual Comprehensive Amendment Docket to remove the proposed future land use map and zoning map designation change from Residential-1 and Commercial to Industrial for the properties located within the West Valley Highway Land Use Study Area. The revision is being made in response to comments received during the Original DNS comment period.
Environmental Review: NOTICE IS HEREBY GIVEN that a Revised Determination of Non-Significance (DNS) was issued on October 17, 2025, under WAC 197-11-340. Under the State Environmental Policy Act (SEPA), this proposal is a non-project action as defined by WAC 197-11-704(2)(b) and the SEPA Responsible Official determined that the proposal will not have a probable significant adverse impact(s) on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). All comments are welcomed and will be accepted prior to 5 PM on October 31, 2025. The responsible official may reconsider or withdraw the DNS based on new information or possible impacts discovered during the comment period. This determination may also be appealed per the procedures in EMC 20.05.250. A complete appeal application and fee shall be received prior to the close of business fifteen (15) days from the end of the comment period (October 28, 2025). A final decision will not be made on this proposal until after November 15, 2025.
