NOTICE OF COMMENT PERIOD FOR PROPOSOED AMENDMENTS TO THEMATS FY 2024 – 2027 TRANSPORTATION IMPROVEMENT PROGRAM, IN SUPPORT OF NEW AND UPDATED PROJECTS, ANDUPDATED SAFETY PERFORMANCE MEASURES (PM 1) FOR THEMATS FY 2024 – 2027 TRANSPORTATION IMPROVEMENT PROGRAM AND MATS SYSTEM PERFORMANCE REPORT Notice is hereby given that the Macon Area Transportation Study Metropolitan Planning Organization (MATS MPO) intends to amend the FY 2024 - 2027 Transportation Improvement Program (TIP) and System Performance Report, at the meeting of their Policy Committee on November 5, 2025. On October 14, 2025, Georgia Dept. of Transportation – Office of Planning Division advised MATS that there were new Safety Performance Measure targets adopted by GDOT for CY 2026, which were transmitted to the Federal Highway Administration on August 31, 2025, in accordance with 23 CFR 490.105(f)(3)(i). Those GDOT Statewide targets for CY 2026 are: Safety Performance Measure Targets (PM1) – Calendar Year 2026 Performance Measure Number of Fatalities 1,574 Fatality Rate (per 100 million VMT) 1.245 Number of Serious Injuries 8,103 Serious Injury Rate (per 100 million VMT) 6.408 Number of Non-Motorized Fatalities and Serious Injuries 1,312 Pursuant to 23 CFR 490.209(c)(4), the MATS MPO has 180 days from the adoption of new State targets to reflect updated targets in their Federal planning documents, either by agreeing to plan and programs projects that contribute to the accomplishment of the State safety targets for performance measures, or developing quantifiable targets for specific Safety performance measures for the MATS area. In accordance with the public involvement requirements in the MATS MPO Public Participation Plan, a public comment period on the initial draft plans will be open from October 19, 2025 through November 4, 2025.
