ADOPTION OF ORDINANCE NO.: 2025-055 Public notice is hereby given that the Columbia City Council will hold a public hearing on Tuesday, October 21, 2025 at 4:00 p.m. in Council Chambers, 3rd Floor, City Hall, 1737 Main Street, Columbia, South Carolina, to receive public comment on Ordinance No.: 2025-055 - Amending the 1998 Code of Ordinances of the City of Columbia, South Carolina, Chapter 15, Parks and Recreation, Sec. 15-5 User Fees. Pursuant to Sec. 15-2 of the Code of Ordinances of the City of Columbia a permit is required for any person, group, association or organization desiring to use any park or recreational facility of the City of Columbia for a group of 25 individuals or more or to conduct an activity or event for which it could be reasonably assumed that 25 or more persons might gather at a park or recreational facility to participate in or witness such activity or event or a festival, (a festival being defined as a program of festive activities, cultural events or entertainment open to the general public), shall first apply and obtain a permit from the director of parks and recreation or his designee. All food service items, including plates, bowls, and utensils must be biodegradable. All beverage containers must be recyclable. Violations of this provision may result in an exclusion period of three (3) years for event organizers or food and drink purveyors, including food trucks. A clean-up charge will be assessed in an amount equal to the cost of the clean-up for any person, group, association or organization using any park or recreational facility of the City of Columbia. Organizations are limited to a maximum of one event per quarter year four (4) events per year). (2) Coble Plaza:
