KYD-000-830-851 AI-47594 The Kentucky Energy and Environment Cabinet (Cabinet), Division of Waste Management (Division), has tentatively decided to modify the Hazardous Waste Operating Permit for University of Kentucky's (UK) Environmental Quality Management Center (EQMC). EQMC is located at 355 Cooper Drive, Lexington, KY 40506. The site contact person is Brian Butler, who may be reached at (859) 323-6280. Why does EQMC need a permit from the Division? EQMC has been charged with the responsibility of operating a hazardous waste treatment and storage facility, and has served as UK's primary location for the storage of hazardous waste since 1998. Hazardous wastes have been routinely generated from research laboratories, chemistry teaching laboratories, medical and pharmacy schools, hospitals, as well as maintenance operations. The EQMC receives the waste for temporary storage and manages it for eventual shipment to off-site commercial treatment, storage, or disposal facilities. EQMC requested a permit modification due to a proposed relocation of the facility and its permitted operations to a new facility at 901 Journal Avenue, Lexington, KY 40508. The Cabinet will consider all comments, received by the close of the public comment period on December 3, 2025, in making a final decision. Anyone submitting comments will be mailed a "response to public comments" document specifying any changes made or not made (with the reasons why) as a result of the comment(s) submitted. Any person who may be aggrieved by the final decision on the request for permit modification submitted by EQMC may file a petition with the cabinet which sets forth the grounds of the objection and demands a formal hearing pursuant to KRS 224.10-420(2). This type of hearing is held before a hearing officer and all parties are advised to have legal counsel present.
