NOTICE OF AVAILABILITY
DRAFT ENVIRONMENTAL
ASSESSMENT FOR PROPOSED
ACCESS BRIDGE
REPLACEMENT AT USCG BASE MIAMI BEACH, FLORIDA
The U.S. Coast Guard (USCG) has prepared a Draft Environmental Assessment (EA) that evaluates a proposal to demolish and replace the existing entrance bridge and ID Card Office at the USCG Base Miami Beach (Base), located at 100 MacArthur Causeway in Miami-Dade County, Florida. This single-lane bridge was originally constructed in the 1940s and requires major repair or replacement to support the required loads, avoid interruption of Base access, and prevent resultant disruption to the USCG's ability to perform its operational requirements from the Base.
The Draft EA has been prepared pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA); Department of Homeland Security Management Directive 023-01; and Coast Guard Commandant Instruction (COMDTINST) 5090.1, U.S. Coast Guard Environmental Planning Policy and Environmental Planning Implementing Procedures. It serves as a concise public document that provides evidence and analysis for determining whether a Finding of No Significant Impact (FONSI) is appropriate or whether an Environmental Impact Statement (EIS) is necessary. The Draft EA presents the purpose and need for the action, the proposed action and alternatives, a description of the affected environment, and an analysis of environmental consequences. It also documents cumulative impacts from projects in the vicinity that are proposed, under construction, recently completed, or anticipated to be implemented in the near future.
The Draft EA is available for public review at the Miami Beach Regional Public Library, 227 22nd Street, Miami Beach, Florida 33139 or electronically at https://viz.wspis.com/BaseMiamiBeach/USCG%20Bridge%20Miami%20Beach_EA_Draft.pdf. Individuals may request a copy of the Draft EA from, or may provide comments to, Mr. Aaron Goldschmidt via electronic mail at aaron.goldschmidt@wsp.com. Comments must be received no later than November 14, 2025.
