NOTICE OF PUBLIC HEARING RELATIVE TO APPLICATION BY THE TOWN OF ELK PARK FOR FUNDING UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AS AMENDED Notice is hereby given that the Town of Elk Park Town Council will conduct a public hearing on October 20, 2025, at 5:00 PM, or as soon thereafter as the agenda will allow, at the Elk Park Town Hall, 169 Winters Street, Elk Park, NC, in relation to Community Development Block Grant (CDBG) funding for a project in the community. In October 2025, the Town of Elk Park will submit a CDBG-Neighborhood Revitalization (CDBG-NR) application to the NC Department of Commerce for funds to assist with housing and public facility improvements for low- and-moderate income households residing in the Town. Citizens will also be given the opportunity to provide oral and written comments on the Town's use of CDBG funds. All interested citizens are encouraged to attend. All project activities will serve households with incomes at or below 80% of the Avery County median income for appropriate household size. The proposed budget includes the following CDBG activities: Other Public Facilities $2,250,000 New Construction $2,160,000 Rehabilitation $ 90,000 Program Administration $ 500,000 Total Project Budget $5,000,000 The Town will make every effort to minimize displacement; however, all applicable requirements of 49CFR24 and 24CFR570 related to the proposed rehabilitation activities will be implemented, and temporary relocation assistance will be available to owners who are displaced from their residences during construction activity.
