WAMPO 2025 Unified Planning Work Program (UPWP) Amendment 2 Public Comment Period
The Wichita Area Metropolitan Planning Organization (WAMPO) has opened the public comment period for Amendment 2 to the 2025 Unified Planning Work Program (UPWP), October 10, 2025, through October 24, 2025. Public comments received during this period will be reported to and considered by the WAMPO Transportation Policy Body (TPB), which will decide whether to approve 2025 UPWP Amendment 2 at their November 18, 2025, meeting.
The Unified Planning Work Program is WAMPO's primary budgeting document for planning activities during the year (January 1-December 31). Funding for the UPWP comes from various sources, including federal Consolidated Planning Grant (CPG) funds, which require a 20% local match (i.e., 80% federal funding, 20% local funding). The CPG/local-match expenditures in the 2025 UPWP following Amendment 2 total $1,647,000.
Proposed 2025 UPWP Amendment 2 changes include, among other things:
Funding adjustments between staff tasks to better align with planned work this year.
Decreasing the budgeted amount for operating expenses in 2025.
Decreasing funding programmed for consultant-supported projects that have been completed to reflect the invoiced amounts after project completion.
Decreasing funding programmed in 2025 for the multi-year, consultant-supported projects "Safe Routes to School Plan Development," "Regional Active Transportation Plan," "Intelligent Transportation Systems (ITS)", and "Household Travel Surveys," to better align with anticipated work schedules. These projects will continue beyond the end of 2025, and their overall planned funding across all project years remains unchanged.
Adjust funding programmed in 2025 for the consultant-supported project "Economic Development Report". The overall contract amount over multiple years is not changed.
Removal of a sub-task to purchase data in 2025.
