NOTICE OF PUBLIC HEARING REGARDING A SPECIAL SERVICE AREA IN THE CITY OF BELLEVILLE, ILLINOIS The City of Belleville, St. Clair County, Illinois (the “City”) hereby gives notice of a public hearing regarding the City’s plan to (1) establish a special service area referred to as “Special Service Area Four” and containing the boundaries described below (the “SSA”), (2) provide special services within the SSA as described below (the “Special Services”), (3) levy property taxes within the SSA to provide certain Special Services, (4) issue bonds secured by the full faith and credit of the SSA to provide certain Special Services (the “Bonds”), and (5) levy additional property taxes within the SSA to pay the principal of and interest on the Bonds. This notice also includes the following information: (a) The public hearing shall be held on November 3, 2025, at 7:00 p.m. at City Hall, 101 S. Illinois Street, in Belleville, Illinois. (b) The boundaries of the SSA are described below. (c) The permanent tax index numbers of the parcels located within the SSA are also set forth below. (d) The Special Services to be provided within the SSA consist of acquiring, constructing, renovating, maintaining and improving streets, sidewalks and parking facilities, including landscaping, stormwater, lighting improvements and a new parking garage, assisting new and existing businesses to maintain and improve buildings and related facilities, and providing other services to maintain and improve economic development activity. (e) The City proposes to levy a property tax within the SSA for the initial year in the amount not to exceed $50,000 to provide the Special Services, which does not include taxes to pay the principal of and interest on the Bonds. (f) All interested persons, including all persons owning taxable real property located within the special service area, will be given an opportunity to be heard at the hearing regarding the tax levy and the issuance of Bonds and an opportunity to file objections to such tax levy and the issuance of Bonds. (g) The maximum rate of property taxes to be extended within the SSA to provide the Special Services in any year (not including taxes to pay the principal of and interest on the Bonds) shall be the lesser of $0.03 per $100 of assessed valuation or a rate that generates $50,000, and the maximum number of years such taxes will be levied is 30 years. (h) Bonds shall be issued in a principal amount not to exceed $1,500,000, shall mature within 30 years from the date of issuance, and shall not exceed an interest rate of 9.00%.
