A NOTICE OF PUBLIC HEARING BEFORE RICHLAND COUNTY COUNCIL Pursuant to Section 4-9-130, Code of laws of South Carolina, 1976, a public hearing will be held before the Richland County Council, at a Regular Session Meeting in the Council Chambers, second (2nd) floor, Richland County Administration Building, 2020 Hampton Street, Columbia, South Carolina, on Tuesday, November 4, 2025, at 6:00 p.m. for the purpose of hearing proponents and opponents prior to final action on the final issue(s): 1. An Ordinance extending the temporary moratorium on application acceptance, permit issuance, approvals, or other authorizations for demolition, new construction, rezoning, and rehabilitation in the Olympia Mill Village area of Unincorporated Richland County; and invoking the application of the pending ordinance doctrine 2. An Ordinance Amending the Richland County Code of Ordinances; Chapter 26, Land Development; Section 26-3.8 Overlay District, so as to establish the Olympia Neighborhood Character Overlay District NCOVMV1-O 3. An Ordinance making certain changes to Article I, Chapter 16 of the Code of Ordinances of Richland County relating to Business Licensing and Regulation 4. An Ordinance Authorizing the easement to Dominion Energy South Carolina, Inc. to construct, extend, replace, relocate, perpetually maintain, and operate an overhead or underground electric line or lines; located on property owned by Richland County at 2061 American Italian Way; and as is more fully described herein 5.
