CITY OF PASCO – ATTENTION CONTRACTORS INVITATION TO BID Sylvester Pipe Repair - 5th Ave to 10th Ave Project No. 22396 The City of Pasco, Washington is inviting and requesting bid proposals for the Sylvester Pipe Repair - 5th Ave to 10th Ave Project. This project includes, but is not limited to, excavation, removal, and replacement of approximately 1,700 lineal feet of various sized stormwater pipe, approximately 700 lineal feet of potable water line and appurtenances, restore and repave existing streets, restripe existing streets, and provide traffic control during construction. All in accordance with the Contract Plans, Contract Provisions, and Municipal Construction. This contract has eighty (80) working days to complete the work. The estimate range for this project is: $830,000.00 - $1,015,000.00. Bidders may obtain bid documents, including plans and specifications, at the City of Pasco's Plan Room, beginning Wednesday, October 15, 2025. Bidders may obtain digital files at no cost. Printed documents are available, at bidders' expense, by choosing the "Order" option. The bidding shall be done through City of Pasco's Plan Room secure network/platform: https://www.cityofpascoplanroom.com/jobs/public. Bids shall be submitted electronically via City of Pasco's Plan Room and shall be accepted up to the hour of 2:00PM PST on Thursday, November 6, 2025. The Contractor will not be charged a fee to submit a bid. Bids will be publicly opened and read aloud, in the council at the subsequent time of 2:00PM PST on Thursday, November 6, 2025. Additionally, the City will hold the Bid Opening via Microsoft Teams. All bids must be accompanied by a "Good Faith Token" in the form of a Certified Check, Cashier's Check or Bid Bond in the amount of not less than five percent (5%) of the total bid. Technical questions regarding the scope of this project should be put in writing up until 72-hours prior to bid opening and directed to Brandon Keith Lane, Engineer II, City of Pasco, Public Works, 525 N. 3rd Avenue, PO Box 293, Pasco, WA 99301, Email: laneb@pasco-wa.gov. Bids will only be accepted from Contractors who are eligible to perform services as governed by PMC 14.15 and who are listed on the City of Pasco's Plan Room Plan Holders list for this project. Upon award, Contractor (and subcontractors) shall have a current City of Pasco Business License. The City of Pasco has no scheduled pre-bid walkthrough at the site/facility. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200.
