NOTICE OF PUBLIC HEARING IN CONNECTION WITH THE ISSUANCE OF HEALTH CARE FACILITIES REVENUE BONDS BY THE CITY OF WICHITA, KANSAS Public notice is hereby given that the City Council (the "Governing Body") of the City of Wichita, Kansas (the "City"), will conduct a public hearing in connection with the proposed issuance, in one or more series, by the City of its Health Care Facilities Revenue Bonds in an aggregate principal amount of not to exceed $60,000,000 (collectively, the "Bonds"). Such hearing will be conducted on Tuesday, October 21, 2025, or at such later date as shall be established by the City Council during said meeting, at 9:00 A.M., or as soon thereafter as possible, at City Hall, 455 N. Main, Wichita, Kansas 67202. The Bonds are proposed to be issued by the City under authority of K.S.A. 12-1740 et seq., as amended, to provide funds to pay all or a portion of the costs to acquire, construct, furnish and equip improvements to existing retirement community facilities generally located at 2727 N. Rock Road, 2828 N. Governeour St., and 7373 E. 29th Street North (together with certain contiguous parcels along the south side of E. 29th Street North), all in the City. The Issuer currently leases such facilities (the "Project") to Larksfield Place Retirement Communities, Inc., a Kansas not-for-profit corporation (the "Corporation"). Notice is further given, in accordance with K.S.A. 12-1744e, that the City intends to issue the Bonds and continue to lease the Project to the Corporation. A copy of this Notice, together with a copy of the Corporation's request to the City to issue the Bonds are on file in the office of the City Clerk and are available for public inspection during normal business hours. A copy of the proposed Resolution of the City and Letter of Intent indicating the intent of the Governing Body to issue the Bonds is on file in the office of the City Clerk and available for public inspection during normal business hours. In the event said Bonds are not ultimately issued for any reason, the City shall not be deemed to have assumed or incurred any liability or obligation to the Corporation or any other party by virtue of any proceedings or actions taken in connection therewith. The Bonds and the interest thereon will not be a debt or general obligation of the City, the State of Kansas or any municipal corporation thereof, and neither the Bonds nor the interest thereon are payable in any manner from tax revenues of any kind or character. The Governing Body will not adopt an ordinance authorizing the issuance of the Bonds, and thereby approving the accompanying tax abatement, earlier than seven (7) days from the date this notice is published in the official newspaper of the City and until said public hearing is concluded.
