THE CITY OF RALEIGH NOTICE OF PUBLIC HEARING TO CHANGE THE ZONING ORDINANCE AND COMPREHENSIVE PLAN The Raleigh City Council will hold Public Hearings on October 21, 2025. in the Council Chamber of the Avery C. Upchurch Municipal Building, 222 W. Hargett Street. The Public Hearings will be conducted to receive comments from the public and consider changing the City's zoning ordinance and 2030 Comprehensive Plan. Written comments regarding a public hearing can be submitted to the City Clerk's office, Room 207, Municipal Building, 222 West Hargett Street, Raleigh, or via email to cityclerkpetition@raleighnc.gov up to twenty-four hours prior to the October 21, 2025 meeting. To speak in-person at a public hearing, you are required to sign up by3 p.m. on the Fridayprior tothe meeting. You must sign up at www.raleighnc.gov/public-hearings-city-council. You may also call the Clerk's office at 919-996-3040 to sign up. NOTE: Copies of public hearing proposals are on file with Raleigh Planning and Development or can be accessed via the internet at www.raleighnc.gov/development. Public Hearings at 1:00 pm Z-5-25 Rock Quarry Rd, being Wake County PIN 1712985045, located 458 ft west of Interstate 40. Approximately 17.62 acres are requested by Treasuring Christ Church to be rezoned from Residential-6 with Special Highway District-1 (R-6 w/SHOD-1) to Residential-10-Conditional Use with Special Highway Overlay District (R-10-CU w/SHOD-1). Proposed conditions would require all dwelling units on the site to be maintained as affordable units for 80% AMI for 30 years. Approximately.34 acres are requested by James G. Grissom to be rezoned from Residential-4 (R-4) to Office and Residential Mixed Use (OX-5). Approximately .99 acres are requested by Tyler Wilson on behalf of Linda Watson Stell to be rezoned from Wake County Residential-30 (WC R-30) to Residential-6 (R-6).
