CITY OF FIFE, WASHINGTON DETERMINATION OF NONSIGNIFICANCE Project Name: Transportation and parks impact fee update. Project Applicant: Fife Community Development Department. ATTN: Chris Larson, Community Development Director. 5411 23rd St E Fife, WA 98424 Description of Proposal: The proposal is to adopt updated transportation and park impact fees supported by new impact fee rate studies. Both impact fee rate studies, and associated project lists, carry forward the projects, goals and polices in the recently adopted 2024 Comprehensive Plan. In addition to changing the value of the park impact fee, the fee will be scaled for residential development based on the square footage of the dwelling unit. The city is also newly adopting a park impact fee based on the square footage of new non-residential development. The transportation impact fee includes multi modal projects and bases impacts fees on the number of peak pm trips as determined by the Institute of Traffic Engineers (ITE) latest Trip Generation User's Guide. The project list incorporates multimodal connections outside of the right-of-way into the fee calculation. The proposal also includes code amendments to incorporate the above-mentioned rate studies and fees into the municipal code, as well as: remove no longer applicable discount language, clarify impact fee credits, clarify the method for alternative calculations, and adopt an annual inflation clause tied to the construction cost index. Lead Agency: City of Fife Case No: SEP25-0005 and MCA25-0002. The lead agency for this proposal has determined that this proposed action does not have a probable significant adverse impact on the environment, and an environmental impact statement (EIS) is not required. The determination is supported by analysis and associated material in previous environmental determinations; City Center subarea Final Environmental Impact Statement (FEIS) – May 19, 2025, and SEP25-0001 – DNS related to adoption of the 2024 periodic update – April 4, 2025 Comment Period: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of issuance (Friday October 3, 2025) Comments must therefore be submitted by 5:00, Friday October 17, 2025. The public is invited to comment on this DNS by submitting written comments to the Responsible Official at the address below or by email to comdev@fifewa.gov.
