Request for Public Comment Santee Cooper has applied to the SC Department of Environmental Services, Bureau of Coastal Management (SCDES-BCM) for a General Permit to perform soil test borings within the existing transmission line right-of-way along the north side of US 278 (Fording Island Road) at Bluffton Parkway to the existing electric utility substation on Wilborn Road at Bus Drive in Hilton Head, Beaufort County. The boring locations include portions of MacKays Creek, Skull Creek, and Jarvis Creek and associated marsh and wetland areas.
