LEGAL NOTICE NOTICE OF PUBLIC HEARING The Pennsylvania Dept. of Community and Economic Development (PA DCED) grants HOME Investment Partnership (HOME) Program funds to HUD HOME Participating Jurisdictions, such as the Borough of State College, that receive less than $500,000 in HUD HOME Entitlement grants p/yr. State College would like to submit 2 applications to PA DCED on behalf of the State College Community Land Trust requesting approx. $326,000 in HOME funds for acquisition and rehabilitation of one 3-bedroom home for homeownership, and approx. $90,000 in Community Housing Development Organization (CHDO) operating funds. The homeownership project budget may also include approx.: $92,000 in Borough Inclusionary Housing funds, $4,000 from the State College Community Land Trust, and $1,000 in HUD Entitlement HOME funds. If the proposed activity results in conversion of an occupied, or vacant occupiable, low/moderate income (LMI) dwelling, the Grantee must: replace the unit within 3 yrs., in the municipality where demolition/conversion occurred, with a unit of equal size, which must remain a LMI unit for at least 10 years from initial occupancy. State College Borough will hold a public hearing to obtain views of citizens, public agencies and other interested parties on the need for affordable homeownership opportunities for LMI households and for CHDO operating support. Comments will also be accepted on strategies to affirmatively market homeownership opportunities and to further fair housing. The public hearing will be held in Council Chambers at State College Borough Municipal Bldg., 243 S. Allen St., at 7:00 p.m. on Nov. 10, 2025. Citizens are encouraged to attend the hearing and comment. Individuals interested in affordable homeownership in State College Borough are urged to contact the Planning Dept. at phone numbers listed below, or planningdept@statecollegepa.us. Persons with a disability who wish to attend the hearing and require an auxiliary aid, service, or other accommodation to participate in the proceedings are requested to call (814)234-7109 (voice) or (814)234-7101 (TTY) at least 48 hrs. prior to the meeting to discuss needs.
