Energy Facility Site Evaluation Council Draft Air Operating Permit, Acid Rain Permit, and Technical Support Document
In accordance with Revised Code of Washington (RCW) 80.50 and Washington Administrative Code (WAC) 463-78-010, WAC 463-78-005, and WAC 173-401 NOTICE is hereby given that the Washington State Energy Facility Site Evaluation Council (EFSEC) has made a tentative determination to issue for public comment on Air Operating Permit (AOP) and associated Technical Support Document (TSD) Permit No. EFSEC/25-1. This notice is also issued in accordance with the noticing requirements for the acid rain permit within WAC 173-406-601. The comment period for the acid rain permit will run concurrently. The Grays Harbor Energy Center (GHEC) is located at 401 Keys Rd, Elma WA 98541. Permit compliance will be governed by applicable provisions of RCW 80.50, WAC 463-78, and WAC 463-70.
Grays Harbor Energy, LLC (GHE) owns and operates an electricity generation facility located at 401 Keys Road in Elma, Grays Harbor County, Washington. The facility is referred to as the Grays Harbor Energy Center. GHEC is capable of generating up to 662.4 megawatts (MW,@ 59o F) of electricity from a combined-cycle power plant comprised of two combustion turbines, each equipped with a duct burner and heat recovery steam generator and a single steam turbine and bank of cooling towers shared in common. GHEC also operates an auxiliary boiler, a diesel emergency generator, and an emergency fire water pump. Commercial operation of GHEC began on April 25, 2008.

Can a decision be appealed?
Yes. This Order is subject to review pursuant to the WAC 463-78-140(3).
