COMMUNITY DEVELOPMENT BLOCK GRANT 2026 ANNUAL ACTION PLAN &
CITIZEN PARTICIPATION PLAN The City of Kennewick anticipates limited funds of $514,000 in CDBG funding will be available in 2026 from the U.S. Department of Housing and Urban Development (HUD) and $10,000 in program income. Final funding is dependent on actual federal allocation and actual amounts of program income received from prior funded projects and unallocated funds. Proposed activity awards may increase or decrease according to final 2026 funding available. All funds will be utilized to benefit low and moderate-income people. The Kennewick Block Grant Advisory Committee has made the following funding recommendations for 2026:
Public / Private Building & Facility Improvements $160,000 City of Kennewick – Juniper St. Sidewalk $124,000 City of Kennewick – Eastgate Park Field Renovation $75,000 Columbia Basin Veteran Center – Kitchen & Bathrooms Remodel $65,000 Adult Day Services – Parking Lot Materials $424,000 Public Service Projects (15% cap) $10,000 Elijah Family Homes – Transition to Success $10,000 City of Kennewick – Youth Recreational Scholarships $15,000 Senior Life Resources – Meals on Wheels $15,000 Columbia Ability Alliance – Community Center Scholarships $20,000 ARC of Tri-Cities – Therapeutic Recreation Scholarships $20,000 Boys & Girls Club – After School Teen Programming $90,000 $514,000 TOTAL 2026 PROJECT EXPENDITURE On October 8, 2025, the Citizen Participation Plan and details regarding the proposed projects and copies of the draft 2026 Annual Action Plan will be available at Kennewick City Hall, both Kennewick branches of Mid-Columbia Libraries, www.go2kennewick.com, and the City’s Facebook Page @KennewickWA. A public hearing on the 2026 Draft Annual Action Plan and the Citizen Participation Plan will be held before the Kennewick City Council on November 18, 2025, during its regular meeting at 6:30 p.m. in Council Chambers, 210 W. 6th Ave. Those who wish to submit written testimony or testify via Zoom must contact the City Clerk between October 8, 2025 at 7:00 a.m. and November 18, 2025 at 3:00 p.m. at ClerkInfo@ci.kennewick.wa.us or by mail attention: Kennewick City Clerk, PO BOX 6108, Kennewick, WA 99336. Late submittals will not be accepted. The City of Kennewick welcomes full participation in public meetings by all citizens.
