Request for Proposal U.S. EPA Brownfield Multi-Purpose & Assessment Grant Writing and Implementation Services Release Date: October 6, 2025  |  Response Deadline: November 6, 2025, 4:30 PM ET The Bluegrass Area Development District (BGADD) is seeking proposals from qualified environmental consulting firms to assist with the application and potential implementation of U.S. EPA Brownfield Assessment Grants. The selected consultant will partner with BGADD in coalition formation, environmental inventory enhancements, community involvement, and grant implementation. The intent is to support brownfield redevelopment efforts throughout the BGADD region. Assist with U.S. EPA Brownfield Assessment Grant applications for hazardous substances and petroleum brownfields Form coalitions with BGADD counties and cities; recommend coalition lead entity Identify and prioritize brownfield sites for redevelopment Facilitate community outreach and public involvement Develop work plans, manage projects, and prepare technical and financial reports Promote participation of Disadvantaged Business Enterprises (DBE) BGADD will select a single, full-service consulting firm based on experience in grant writing, project management, brownfield assessment, community outreach, and innovative environmental services. Submission Requirements: Format: Proposals must be concise and provided in both electronic and hard copy formats. Submissions should include two original hard copies and one electronic copy. Length: Written proposals are limited to a maximum of 10 pages. In addition, firms may include up to five resumes, with each resume not exceeding two pages in length. Deadline: All proposals must be received by November 6, 2025, at 4:30 PM ET. Proposals submitted after the deadline will not be considered.
