REQUEST FOR PROPOSAL The SCCHD is soliciting proposals from qualified housing service providers to deliver emergency housing assistance to homeless Persons Living with HIV/AIDS (PLWH/A). The program is funded through a Ryan White Part B grant for the period of April 1, 2025, to March 31, 2026. The goal is to ensure stable housing to support medical care compliance and treatment adherence for PLWH/A. Key dates: Application Available: October 5, 2025; Question Submission Deadline: October 15, 2025, by 3:00 PM CT; Submission Deadline: October 17, 2025, by 3:00 PM CT; Reading: October 20, 2025 at 3:00 PM CT; Award Notification Date: October 21, 2025; Project Period: Estimated November 1, 2025 – March 31, 2026. Eligibility requirements: To be considered for the grant, applicants must demonstrate their ability to: Establish and maintain relationships with local emergency housing providers willing to accept referrals. Verify that all client housing units are equipped with functioning smoke alarms and carbon monoxide detectors. Accept emergency housing referrals from SCCHD. Secure temporary emergency housing placements for eligible PLWH/A clients. Process payments to vendors providing emergency housing. Submit timely reimbursement requests to SCCHD.
