ADVERTISEMENT FOR BIDS Project Title: The Villages Stormwater Improvements Owner: Town of Port Royal Project No. 23-1026 Separate sealed bids for Town of Port Royal, South Carolina, for The Villages Stormwater Improvements will be received at the Port Royal Municipal Building at address 700 Paris Avenue, Port Royal, South Carolina 29935 on Wednesday, November 5th, 2025, at 11:00 am then at said office to be publicly opened and read aloud. The non-mandatory pre-bid meeting is Thursday, October 16th at 10:00 am. The scope of work includes: Construction of drainage improvements including but not limited to: roadway paving, installation of 541 linear feet (LF) storm sewer, installation of 7 drop inlets and 3 yard inlets, etc. in the alleys between 11th Street and 10th Street and between 10th Street and 9th Street. The Information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be viewed electronically with the request to Kate Bleuer (email: kbleuer@4WEng.com) of the Four Waters Engineering, Inc. office located at 324 6th Avenue N, Jacksonville Beach, Florida, 32250, office phone: (904) 414-2400, Ext. 57. A hard copy of the Construction Contract Documents (plans in 11"x17") may be requested through Kate Bleuer with the payment of $250.00. Each bidder must deposit security in the amount and form specified in the Information for Bidders. Other qualification or bid requirements include: This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP) as administered by the South Carolina Rural Infrastructure Authority. All state and federal requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The SCIIP application, including the cost estimate, is available for review by contacting Jessica Dailey at (843) 473-3960. Bidders must also make positive efforts to use small and minority-owned businesses and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. The owner reserves the right to waive any irregularities, or to reject any or all bids. No bidder may withdraw his bid within (90) days after the actual date of the opening thereof.
