PUBLIC NOTICE NOTICE OF 30-DAY PUBLIC COMMENT PERIOD AND PUBLIC HEARING HELD BY CITY OF RICHLAND REGARDING SUBMISSION OF THE 2026 ANNUAL ACTION PLAN (AAP) AND AMENDED CITIZEN PARTICIPATION PLAN (CPP) NOTICE IS HEREBY GIVEN that the City of Richland will hold a 30-day public review and comment period followed by a public hearing for the 2026 Draft Annual Action Plan and Amended Citizen Participation Plan. As a recipient of U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds, the City has developed a 2026 AAP describing how the City and the Tri-Cities HOME Consortium will utilize CDBG and HOME program funds for proposed activities to meet the goals and objectives that are identified in the Five-Year Consolidated Plan. Furthermore, the HOME Consortium has updated the CPP to remove COVID language, added language concerning the approval process and added a conflict-of-interest statement. 2026 Draft AAP Summary: The following funding and activities are being recommended for use during program year January 1 – December 31, 2026: • CDBG estimated grant amount of $291,463 o Administration and Planning - $58,293 o Public Service - $43,720 o Public Facilities/Improvements - $189,450 • HOME estimated grant amount $645,306 and $400,000 from prior year resources and program income: o Administration and Planning - $64,530.60; o Homeownership Assistance - $50,000.00 o Home Rehabilitation / Acquisition - $500,000.00 o Tenant-Based Rental Assistance - $333,979.50 o Community Housing Development Organization - $96,795.90 Final 2026 funding is dependent on actual federal allocation and actual amounts of program income received from prior funded projects and unallocated funds. Proposed activity awards may increase or decrease according to the final 2026 funding available. Any CDBG and/or HOME funds that remain unallocated after the award of projects will be designated for contingency purposes. Such contingency funds may be applied to eligible projects as approved by resolution of the City Council. 30-day public comment period: The 2026 Draft AAP and Draft CPP will be available for no less than the required 30-day public review and comment period beginning October 5, 2025. Details regarding the proposed projects and copies of the 2026 Draft AAP and CPP will be available for review on the City of Richland’s website, www.richlandwa.gov/CDBG, at Richland City Hall, Richland Public Library and Richland Community Center. Comments on the 2026 Draft AAP and CPP may be directed to Toni Lehman, CDBG/HOME Administrator via email tlehman@richlandwa.gov; via telephone 509.942.7580 or via postal mail at City of Richland, Development Services, 625 Swift Blvd., MS 19, Richland, WA 99352. Written comments will be accepted through November 18, 2025, prior to submitting the 2026 AAP and CPP. 2026 Draft AAP and Draft CPP Public Hearing: Richland City Council will hold a public hearing regarding the proposed 2026 Draft AAP and CPP on Tuesday, November 18, 2025, at or after 6:00 P.M.
