LEGAL NOTICE NOTICE OF PUBLIC COMMENT PERIOD NOTICE OF PUBLIC HEARING Notice of Availability of the Borough of State College (Borough) 2026 Consolidated Annual Action Plan (AP) for Public Review and Comment Federal regulations require communities that receive entitlement Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from HUD to complete a Consolidated Plan (CP), which is a five-year planning document that identifies a community's overall housing and community development needs and a strategy to meet those needs. The Borough completed a CP covering 2025-2029. The AP portion of the CP, which lists activities to be undertaken with CDBG and HOME funds during that year, must be completed annually. The Borough has completed the draft 2026 AP. The Borough estimates a 2026 CDBG allocation of $477,508. A total of $71,501 is allocated to public services: $26,936 to the Centre Safe: Shelter Staffing Program; $15,682 to the Out of the Cold: Program Operations; $15,518 to the Housing Transitions, Inc.: Employment and Housing Services; $8,860 to the Burrowes Street Youth Haven: Shelter Staffing Program; and $4,810 to Youth Service Bureau Independent Living Program: Program Operations. A total of $191,003.50 allocated to the 2026 CDBG infrastructure project identified in the Borough's Capital Improvement Plan (CIP). Another $119,377.50 is allocated to housing: $68,000 to the Owner-Occupied Rehab (OOR) Program and $51,377.50 to the Bellaire Court Rehab Project. A total of $95,501 is allocated to CDBG administration (admin) and planning. If the CDBG grant exceeds the anticipated amount: 15% of the increase will be allocated proportionally to the public service activities; 20% will be allocated to admin; $191,003.50 will be available for the CIP project; and the remaining balance will be allocated proportionally to the OOR Program and Bellaire Court Rehab Project. If the CDBG grant is less than anticipated: the amount allocated to the public service activities will be reduced proportionally in order to comply with the statutory cap of 15% for human services; 20% will be allocated to admin; and for projects not subject to statutory caps, the amount allocated would be reduced proportionally. The Borough estimates a 2026 HOME allocation of $231,013. A total of $196,361.06 is allocated to The HOME Foundation (THF) First Time Homebuyer (FTHB) Program. A total of $11,550.64 will be allocated to Community Housing Development Organization (CHDO) operating support, which will be divided equally between the State College Community Land Trust (SCCLT) and THF. A total of $23,101.30 is allocated to HOME admin. If the HOME grant exceeds the anticipated amount: 10% of the increase will be allocated to admin; 5% to CHDO operating divided equally between THF and SCCLT; and the remaining amount will be allocated to the THF FTHB Program. If the HOME allocation is less than anticipated: admin will be reduced to comply with the 10% statutory cap; CHDO operating will be reduced to comply with the 5% statutory cap; and the remaining amount will be allocated to the THF FTHB Program. Unanticipated CDBG program income (PI) or HOME PI and recaptured funds will be used to fund eligible housing-related activities and, within program limits, for administrative costs. If the FY2026 grant award is delayed, the Borough may utilize procedures prescribed by HUD prior to incurring pre-award costs necessary for timely completion of FY2026 projects. This action will not affect future grants. The 2026 AP will be available for inspection during regular business hours at the Planning Dept., Rm 221, 243 S. Allen St., State College, PA 16801, at Schlow Centre Region Library, 221 S. Allen St., State College, PA 16801, and online at www.statecollegepa.us from Oct. 9 through Nov. 7, 2025. Written comments will be accepted during this time by mail to the address above, or by email to planningdept@statecollegepa.us. The State College Borough Council is scheduled to hold a public hearing and later consider taking action on the 2026 AP during its meeting at 7 p.m. on Nov. 10, 2025.
