Request for Qualifications (RFQ 26003C) Design-Build Services for the TPS Professional Development Center – Partial Demolition & Renovation project. Instructions to Respondents Project Information: The Tacoma School District is requesting qualifications from firms interested in providing Design-Build (DB) services related to the TPS Professional Development Center (PDC) – Partial Demolition & Renovation project. The alternate Public Works contracting procedure authorized in RCW 39.10.300 through 39.10.330 will be utilized for this project. This project will utilize the Progressive Design-Build (PDB) delivery method. Firms with previous PDB experience, or experience using a similar alternative construction delivery format, are encouraged to submit. During the project, the Design-Builder will receive direction from designated representatives in the Tacoma Public Schools (TPS) Planning & Construction Office and will work collaboratively as a member of a team to achieve project objectives. In addition to staff from the TPS Planning and Construction Office, the TPS team may include representatives from other District departments, the Design/Build Consultant (Parametrix) and other TPS consultants. The existing TPS PDC is located in Tacoma's West End neighborhood at 6501 N 23rd Street. The PDC shares a site of approximately 20acres with the Districts West Swing School (Old Skyline ES) and the new Skyline Elementary School. This project will generally involve the demolition of buildings B & C, removal or demolition of four portable classroom buildings, associated site improvements at the area of demolitions and interior renovations at Building A and the Science Resource Building. It's the District's intent to keep the PDC facility occupied and operational during the demolition and construction work. The West End Swing School, located to the west of the PDC, and the new Skyline Elementary School, located to the east of the PDC will also remain occupied and operational. The design and construction budget for this project is approximately $2,100,000. This project is funded under a capital bond that was passed by voters in February of 2024. A pre-submittal meeting and walkthrough will be held October 8, 2025, starting at 4:00pm in the TPS Professional Development Center, at 6501 N 23rd Street, Tacoma WA. Please check in at the front entrance. The facility is currently occupied and operational and, due to security protocol, may not be visited prior to, or after, the scheduled pre-submittal meeting.
