Sweeney has applied to the South Carolina Department of Environmental Services, Bureau of Coastal Management, for a permit to construct a 118' bulkhead, 4' to 5' in height, and abutting existing bulkheads on adjacent properties. The purpose of the bulkhead is to protect from further erosion of the OCRM line on residential Lot 34, Ribaut Island, Hilton Head Plantation, Hilton Head Island, located on and adjacent to Port Royal Sound.
