Leach Road Site 1079 and 1087 Leach Road, Rock Hill Notice of Voluntary Cleanup Contract with Responsible Party On September 11, 2025, ACTS Retirement-Life Communities, Inc. (ACTS) entered into Responsible Party Voluntary Cleanup Contract (“VCC”) number 25-8837-RP with the South Carolina Department of Environmental Services (SCDES) regarding the Leach Road Site located at 1079 and 1087 Leach Road, Rock Hill, in York County (“Site”). ACTS operates the Park Pointe Village retirement community located adjacent to the north of the Site and has proposed to expand this retirement community onto the Site. As part of the VCC, ACTS agreed to perform and fund an investigation of the Site under SCDES’s oversight. ACTS will also reimburse SCDES’s oversight costs relating to this VCC.
