Notice of Intent (NOI) for Coverage under a National Pollutant Discharge Elimination System (NPDES) Construction Stormwater General Permit Seattle City Light, Maddy Burnett, PO Box 34023 Seattle attn: Maddy Burnett, WA 98124-4023, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Newhalem Creek Hydroelectric Decommissioning Project, is located in Whatcom County. To get to the project, take Highway 20 east from Sedro-Wooley for approximately 55 miles. Turn right at the sign for the North Cascades Visitor's Center, cross the Skagit River Bridge, pass Newhalem Campground, and take a left up the gravel road, following it for 1.5 miles to the Dam. This project involves 4.8 acres of soil disturbance for hydroelectric facility decommissioning activities. The receiving waterbody is Newhalem Creek and the Skagit River. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
